New Young People's Plan and youth hub for Aldershot and Farnborough

A refreshed plan to 2028 sets four priorities, while a £90,000 youth hub aims to help 16 to 24-year-olds into work or training.

Rushmoor Borough Council's Cabinet has endorsed an updated Young People's Plan running to 2028, with four priorities including safe spaces, health, employment and belonging. Separately, a £90,000 DWP-funded Youth Hub for 16 to 24-year-olds not in work, education or training is due to open in Farnborough in autumn 2026.

Young people in Aldershot and Farnborough are the focus of two council announcements this autumn.

The Young People's Plan

Rushmoor Borough Council's Cabinet has endorsed an updated Young People's Plan, which runs to 2028 and builds on a first version from 2025/26. The council says it was shaped by consultation with young people, colleges and partner organisations. Young people asked for more safe places to gather and for help finding work.

The plan has four priorities:

  1. Safety, trusted spaces and support, including the Think Safe programme for around 1,000 year six pupils each year, and one-to-one outreach.
  2. Health, resilience and active lives, including the Balance, Glide and Ride cycling scheme for year one pupils and Be Active Hampshire, which offers free 12-week activity courses to inactive people aged 17 and over.
  3. Aspirations, skills and employment, including a Young Adults' Employment Hub for 16 to 24-year-olds, which the plan says will launch in November, offering training, wellbeing support and employer connections.
  4. Belonging and community connection, giving young people a bigger say in planning services.

The council also continues to fund Vision4Youth's social prescribing project, which supported 28 young people dealing with anxiety, low wellbeing and isolation in the past year.

The Youth Hub

In August the council announced it had secured £90,000 from the Department for Work and Pensions for a Youth Hub in Farnborough, due to open in autumn 2026. It is for 16 to 24-year-olds who are not in education, employment or training and who are registered with the Aldershot or Farnborough Jobcentres.

The hub will offer help with CVs, job searches, applications and interview preparation, plus further-education guidance, online training, workplace visits, employer introductions, and mental health and wellbeing support. In its first year, the council hopes to engage 400 young people, with 30% moving into work and 50% into education, training, work experience or volunteering.

Councillor Julie Hall said: "I'm delighted that the council have secured a youth hub for Rushmoor."
